Instead of the death penalty for atrocities committed, those inhumane humans should be used for medical and experimental research, not animals, they never did any harm to anyone. And those who support animal testing, let those who benefit from it experience the testing first hand and fully understand the implications. Selfish species these humans, ignorance is bliss…why remain ignorent..you who want the testing done, do it to yourselves instead of an animal or the best idea yet, take prisoners like Gracie, Manson, Kemper, Corona..theres so many that could be tested on if you need it.

I am going to assume that both HSUS and the State of Ohio have a vested interest in pushing the numbers one way or the other.
The HSUS number is the national average, and so hardly a number we should be crazy about.
The Ohio numbers are based on research they did in private, and have not released to the public.
Given those two sets of facts, how do you come to the conclusion that Ohio is right?
